Heber Valley, UT LEAP
The Heber Valley is subject to various potential disasters that could threaten the energy supply chain. Floods, storms, earthquakes and fires are just a few of the threats that exist in the Heber Valley. The Local Energy Assurance Plan organizes first responders and the community so that in the event of a disaster or energy disruption steps will be taken to minimize the negative impact on the community.
The Heber Valley LEAP plan defines the roles and responsibilities of emergency response organizations, energy providers and energy distributors in the event of an energy crisis or disruption. LEAP covers the fundamental energy supply chains such as petroleum, natural gas and electricity.

The City of Asheville launched a website devoted to LEAP in the fall of 2010. Its goals are to make information available to people in the region in order to develop their plans, to provide a further understanding of energy assurance and to increase preparedness.
Local governments are on the front lines of virtually all energy emergencies. Local government leaders must be prepared to have an "all hazards approach" when dealing with the various types of energy disruptions that can occur.
