Technology Development
OE supports a portfolio of research and development of advanced electricity technologies that will modernize our nation’s electric delivery system.
Electricity Policy Coordination & Implementation
OE is laying the framework for a modern electricity system by contributing to the development and implementation of electricity policy at the federal and state level.
Energy Assurance
OE improves the ability of energy sector stakeholders to prevent, prepare for, and respond to threats, hazards, natural disasters, and other supply disruptions.

NETL, part of DOE’s national laboratory system, is owned and operated by the U.S. Department of Energy (DOE). NETL supports DOE’s mission to advance the national, economic and energy security of the United States.
In addition to research conducted onsite, NETL’s project portfolio includes R&D conducted through partnerships, cooperative research and development agreements, financial assistance, and contractual arrangements with universities and the private sector. Together, these efforts focus a wealth of scientific and engineering talent on creating commercially viable solutions to national energy and environmental problems.

Founded in 1908, NGA is the collective voice of the nation’s governors and one of Washington, D.C.‘s most respected public policy organizations. Its members are the governors of the 50 states, three territories and two commonwealths.
NGA provides governors and their senior staff members with services that range from representing states on Capitol Hill and before the Administration on key federal issues to developing and implementing innovative solutions to public policy challenges through the NGA Center for Best Practices.

PTI is a LEAP sponsor and partner. Formed in 1971, it is a national, not-for-profit, member-supported organization based in Washington, D.C.
As the only technology organization created by and for cities and counties, PTI works with a core network of leading local government officials—the PTI membership—to identify research opportunities, to share solutions and recognize member achievements, and develop best practices that address technology management, governance and policy issues that impact local government.
Through partnerships with industry, federal agencies, and other governmental organizations, PTI shares the results of its activities and the expertise of its members with the broader audience of the more than 30,000 U.S. cities and counties.

NCSL is a bipartisan organization that serves the legislators and staffs of the states, commonwealths and territories. It provides research, technical assistance and opportunities for policymakers to exchange ideas on the most pressing state issues and is an effective and respected advocate for the interests of the states in the American federal system.

NASEO is the only national non-profit organization whose membership includes the governor-designated energy officials from each state and territory.
NASEO was formed by the states and through an agreement with the National Governors Association in 1986. The organization was created to improve the effectiveness and quality of state energy programs and policies, provide policy input and analysis, share successes among the states, and to be a repository of information on issues of particular concern to the states and their citizens. NASEO is an instrumentality of the states and derives basic funding from the states and the federal government.
Members are senior officials from the State and Territory Energy Offices, as well as affiliates from the private and public sectors. Member state agencies work on an extremely wide range of energy programs and policies.

Through the Energy Assurance Program work, NASEO provides direct technical assistance, education and outreach to support states’ energy assurance planning, response, and smart grid resiliency efforts. This effort is sponsored and supported by the U.S. Department of Energy’s Office of Electricity Delivery and Energy Reliability (OE).
The NASEO Energy & Data Security Committee serves as the focal point of the program and committee members participate in planning and implementation activities aimed at facilitating peer exchange, offering expert input into state activities, and facilitating regional coordination.
This series of webpages is designed to serve as a one-stop-shop for energy assurance resources related to the NASEO Energy Assurance Program work.
