The City of Asheville launched a website devoted to LEAP in the fall of 2010. Its goals are to make information available to people in the region in order to develop their plans, to provide a further understanding of energy assurance and to increase preparedness.
The website is geared towards fuel availability during shortages, emergencies and disasters. It includes a blog subscription, a list of participating municipalities, Petroleum Monitor and a map of Products Pipelines & Terminals.
The Documents section on the website is for southern states and includes training type documents such as the March Raleigh energy assurance exercise, EPA Emergency Fuel Waivers, FMS SA Emergency Regulatory Relief, NASEO EA Guidelines and many others.
The Links section on the website points to the Division of Emergency Management of North Carolina, Gasoline and Diesel Fuel Update, NC Crime Control, Petroleum Refining Tools, Pipeline 101, PTI, State Energy Office, and the National Weather Service.
The Planning Tools section of the website has information from workgroup meetings to assist people with planning and includes the DOE 10-step Framework, 10 08 Final Buncombe County Fuel Plan, City of Asheville Fuel Conservation 2008, Emergency Energy Plan DC, Conservation Measures, LEAP Template, EA Plan Skeleton, Fuel Supplier Information, Network Agreement, and Critical Infrastructure. The Terminal Network section of the website details the distance to terminals via Fuel Network.
